I'm not particularly happy with this, because the only

bucketfill routines get passed, which is rather
restrictive. It would be nice if a TempBuf had a
_has_alpha () method.

Removed the "global_tool_context" and initialize all tool info

paint tools as GIMP_PAINT_TOOL_OPTIONS_MASK (which is OPACITY |
PAINT_MODE | BRUSH).

tools need.
