Make parse-sass.sh use sassc instead of the old Ruby method.

0bada2506e HighContrast/parse-sass.sh: Use a reliable shebang 
/usr/bin/sh does not exist on e.g. Debian sid.
Use the same shebang as Adwaita/parse-sass.sh

e4335c62a1 Drop the extra resources/ subdirectory 
This subdirectory gets in the way when integrating the inspector
build more fully with GTK+, and does not really add anything.
Just move everything one level up.
