build: Remove mingw check for SetupDiGetDevicePropertyW

It was mssing when the check was added in 2016, but was fixed upstream
in https://github.com/mirror/mingw-w64/commit/9ef49367378c50553943bd
shortly after.

Assume everyone has updated by now.
