	* libgimpbase/gimputils.[ch]: renamed gimp_flags_get_value() to
	gimp_flags_get_first_value(). Reordered functions so enum and
	flags functions are grouped together. Added missing docs.

	* libgimpbase/gimpbase.def: changed accordingly.
