let gimprc.allow_resize_windows decide.

not screen coordinates. A good example of how braindead it is to
pass GdkEvents to tools :-) Fixes incorrect cursor and oper
update of the selection tools.

manual exposing of GimpDisplayShell areas. This was definitely a
