* evolution.xml: Remove "Tools" and "Actions" menus.  Create a
"ComponentActionsPlaceholder" and a "ComponentToolsPlaceholder"
instead.
* evolution-mail-messagedisplay.xml: Likewise, put "Tools" and
"Actions" in placeholders.
